Saudi Arabia's construction sector continues to grow strongly heading into 2026, with the total pipeline of active and planned projects estimated at more than SAR 4.9 trillion. Momentum is increasingly driven by private-sector participation, even as direct public investment funding becomes more selective.
The Saudi Construction Activity Index reached an all-time record of 82.4 in November 2025, and is projected to set a new high of 82.8 in March 2026, reflecting rising permits, cement consumption, and project mobilization. The overall market value is expected to reach about SAR 232.14 billion in 2026, growing 6.2% annually to roughly SAR 297.19 billion by 2030.
Giga-projects remain central to the boom. NEOM, Diriyah Gate, King Salman International District, Jeddah Central, Red Sea Global developments, and the Expo 2030 site are largely under construction with completion targets around 2030 and beyond. Contract awards linked to Vision 2030 projects reached about SAR 735 billion in 2025, up 20% year on year, led by real estate, infrastructure, and tourism.
The Public Investment Fund has committed over SAR 3.4 trillion to giga-projects, with about SAR 394 billion already contracted and roughly SAR 150 billion directed to NEOM, Red Sea, and Qiddiya between 2024 and 2026. PIF-backed contractors accounted for about 65% of awards in April 2026, driven partly by a Rua Al Madinah contract worth about SAR 7.7 billion. Analysts describe a "mega-projects reset" featuring more selective capital allocation.
To spread financing beyond sovereign and PIF capital, policymakers are advancing legislative reforms, tax incentives, public-private partnership structures, and modular construction. For residents and businesses across Riyadh, Jeddah, and beyond, the sustained activity signals continued job creation, new housing and commercial supply, and expanding opportunities for local contractors and suppliers.
