Water & Home Services in Saudi Arabia: How to Connect

Setting up your home in Saudi Arabia means sorting out the essentials, and few are more important than a reliable water and sewage connection. Whether you've just bought a plot, moved into a new build, or are managing a commercial property, understanding the connection process and the fees involved will save you time and surprises. This Saudi Living guide walks you through how residential, non-residential, and governmental water connections work, what they cost, and how to apply through the national portal.

How to apply for a water connection

Requests for a new water or sewage connection are handled through the national water service catalog and customer portal online. You create or log into your account, submit your property details, and track your request from start to finish without needing to visit an office for most steps.

  • Have your property ownership or lease documents ready.
  • Know your plot area in square metres and the required pipe diameter.
  • Fees are applied

Always confirm the latest requirements and fee schedule on the official national water portal before you pay, as tariffs and steps can be updated.

Residential connection fees

For standard residential buildings up to 675 m², the fees are straightforward:

  • Water connection: 3,000 SAR.
  • Sewage (sanitation) connection: 5,000 SAR.
  • Each additional residential unit: 1,000 SAR per extra unit per service — that is 1,000 SAR for water and 1,000 SAR for sewage for every extra unit.

These figures and the per-unit rule were updated in early 2026, with clear separation between residential, non-residential, and governmental sectors.

Fees for residential land by plot size and pipe diameter

When the connection is calculated by land area and pipe size, the tariff varies. For residential lands 350 m² or below for potable water:

  • Pipe diameter 15–25 mm (or 20–25 mm): 3,000 SAR.
  • Pipe diameter 32–40 mm (or 32–63 mm): 5,000 SAR.

For residential lands larger than 350 m²:

  • For 15–25 mm / 20–25 mm connections: 20 SAR per each additional m², capped at 15,000 SAR total.
  • For 32–40 mm / 32–63 mm connections: 25 SAR per each additional m², capped at 25,000 SAR total.

For larger residential connections with a pipe diameter greater than 63 mm (or greater than 40 mm), water and sewage fees are charged based on the actual implementation cost, with no fixed tariff ceiling.

Non-residential and governmental connections

Commercial, industrial, and other non-residential properties follow a different structure:

  • Water connection fees start from 15,000 SAR.
  • Sewage connection fees start from 20,000 SAR for smaller properties.
  • Fees increase incrementally based on building area, and large projects are charged at actual execution cost.

For the governmental sector, water connection fees start from 15,000 SAR and sewage connections from 20,000 SAR, also with area-based increases and actual execution cost for large projects. Notably, the per-extra-unit fee does not apply to the governmental sector.

Timeframes and what to expect

Once your request and payment are processed, the connection is completed within a maximum service window defined by the regulator. To keep things moving smoothly:

  • Submit accurate property documents to avoid delays.
  • Ensure your on-site plumbing meets the required standards before the connection visit.
  • Track your request status directly through the customer portal.

Tips before you apply

  • Match your pipe diameter to your household or property needs — it directly affects your fee bracket.
  • Budget for both water and sewage as separate charges.
  • For multi-unit buildings, calculate the extra 1,000 SAR
  • Confirm the current fee schedule on the official national water portal, since figures may be revised.

With a clear picture of the fees and a straightforward online application, connecting water and home services in Saudi Arabia is a manageable step in settling into your property.
