Al-Ghamdi Named HRSD Assistant Minister for Shared Services

Ismail bin Saeed bin Ali Al-Ghamdi holds the post of Assistant Minister of Human Resources and Social Development for Joint (Shared) Services, at the excellent rank, following a royal decree issued in March 2023. As of 2026, ministry communications, events, and programs continue to list him in this role.

His portfolio centers on the ministry's Shared Services Sector, which oversees the alignment and integration of the ministry's digital services with other government entities under Vision 2030. The sector also manages the development and operation of the ministry's unified digital platforms and applications, while supporting internal human resources, operational efficiency, and middle-leadership development.

Digital services and platforms

In this capacity, Al-Ghamdi has led the launch of the second edition of the Ministry's unified HRSD mobile application, which brings together e-services for individuals, establishments, and social programs in one place. He has also overseen internal Middle Leadership Development Programs aimed at strengthening staff performance and improving service quality.

The sector's work involves integration and interoperability with national government platforms such as أبشر, قوى, نفاذ, and توكلنا, so that services covering labor contracts, social protection, and workforce programs are delivered in line with the Kingdom's digital-government goals. Internal coordination also extends to platforms used by public entities for financial management where relevant.

For residents and expats, the practical takeaway is continuity: fees, procedures, and validity periods for HRSD services remain governed by existing labor laws and service-specific regulations, not by the appointment itself. The focus of the shared-services role is on making those services faster, more unified, and more accessible through the ministry's app and online portal.
