Al-Harkan Named Governor of State Properties Authority

Abdulrahman bin Hamad bin Saleh Al-Harkan has been appointed governor of the State Properties General Authority (SPGA) in Saudi Arabia. The appointment was made by royal order at the rank of "excellent."

The SPGA is the government body responsible for regulating, preserving, and optimizing the use of state-owned real estate, as well as coordinating with other government entities on matters related to public property. Its Board of Directors is chaired by the Minister of Finance, with the governor serving as a key board member and the executive head of the authority.

What the Authority Does

The authority is integrated with several government digital services. It is listed as a partner on the Balady municipal services platform, meaning some interactions involving municipal land, government real estate, or property data may be handled through the platform's e-services. SPGA also publishes its official contact channels, including a unified phone number 920022447 and postal address, on the national e-government portal.

Under the updated Expropriation Law for public benefit projects, property valuation for expropriation is carried out by accredited valuers applying fair market value, with an additional 20% added to the property's market value as compensation. For temporary possession of real estate under the same framework, compensation equals the equivalent rent plus an additional 20% of that rental value.

SPGA leadership describes the updated expropriation framework as designed to protect the rights of property owners and project entities while safeguarding public funds. For residents and businesses, the changes offer clearer valuation standards and defined compensation rules when properties are affected by public projects.
