The National Program to Combat Commercial Concealment carried out more than 4,500 inspection visits across Saudi Arabia during June 2026, detecting 104 suspected violations of the Anti-Commercial Concealment Law. The suspected cases have been referred to the competent authorities for investigation and the application of legal penalties if the violations are confirmed.
The June inspections were driven by intelligence indicators and suspicion reports, focusing on compliance across several high-risk sectors. These included land freight transport, construction of non-residential buildings such as schools, hospitals and hotels, retail sales of household electrical and electronic appliances, retail trade in precious metals and gemstones, and general warehouses storing mixed goods.
Penalties Under the Law
Confirmed commercial concealment crimes carry serious consequences, including imprisonment of up to five years and fines reaching SAR 5,000,000, alongside confiscation of illicit proceeds after final court rulings. Non-Saudi violators face deportation after serving their sentence, with a re-entry ban for a period set by the judgment.
Convicted enterprises may also have their commercial registration and license revoked, their business shut down entirely, and be barred from any economic activity for up to five years from the date the judgment becomes final. Lesser violations, such as using bank accounts not belonging to the entity, can draw fines of up to SAR 500,000 and a business closure of up to 90 days, while repeat offenders may face doubled penalties.
The tightened framework, approved by the Cabinet, raised the previous maximum penalty from two years imprisonment and a SAR 1,000,000 fine to five years and SAR 5,000,000. Enforcement continues to intensify: in the second quarter of 2025, authorities conducted over 8,000 inspection visits, received 1,704 reports of suspected concealment, referred 147 violations for review and 13 cases to Public Prosecution, with total fines of SAR 2,189,600. The drive protects the local economy and supports fair competition for legitimate businesses.
