Authorities have warned businesses in the Kingdom against employing expatriates in breach of residency and labor regulations, with penalties reaching up to SAR 100,000 for each violating worker.
The warning targets establishments that allow workers to work for themselves or for other employers, or that employ workers sponsored by another party. Because the fine applies the total amount may be multiplied by the number of workers involved.
Penalties by Offense
The penalties are applied in tiers. A first offense carries a fine of SAR 25,000, a one-year recruitment ban, and deportation of the responsible manager if they are an expatriate. A second offense raises the fine to SAR 50,000, extends the recruitment ban to two years, publishes the establishment's name, and adds imprisonment of the manager for up to six months, along with deportation of an expatriate manager.
For a third or subsequent offense, the fine reaches SAR 100,000, with a recruitment ban of up to five years, publication of the establishment's name at its own expense, imprisonment of the responsible manager for up to one year, and deportation if the manager is an expatriate.
The measures focus on illegal employment and unauthorized work arrangements rather than any standard service fee or renewable permit. For employers and workers alike, the message is clear: staying within residency and labor rules protects businesses from heavy financial and legal consequences, and helps workers avoid being caught in unlawful arrangements that could lead to deportation.
