SR250,000 Fines for Unlicensed Recruitment Services

Saudi authorities have tightened penalties on establishments that provide recruitment, outsourcing, or labor services without a valid license, with administrative fines now reaching up to SAR 250,000 as part of wider efforts to regulate the labor market.

Under the revised penalties, offering recruitment or labor services without a license from the Ministry of Human Resources and Social Development is classified as a serious violation. Fines are set at SAR 200,000 for a first offense, SAR 220,000 for a second offense, and SAR 250,000 for a third offense. The measures form part of broader 2025–2026 amendments to labor regulations that expand documentation and digital record-keeping obligations and raise sanctions for unlawful hiring.

Enforcement is being carried out through field inspection campaigns and electronic surveillance of advertisements and services offered through applications, digital platforms, and social media. Regulatory actions against violators include immediate suspension of activities, revocation of licenses if breaches are not corrected within a set grace period, and imposition of the prescribed fines.

Why it matters

For residents and citizens, the crackdown underscores the importance of dealing only with licensed entities. For compliant recruitment of domestic workers, households are required to use the official Musaned platform and avoid unlicensed offices or social-media advertisements outside approved channels.

The public can report recruitment-related violations through the unified labor hotline 920002866 or the Musaned mobile application. Licensing and regulation of recruitment offices and companies fall under the Ministry of Human Resources and Social Development, and establishments must hold valid ministry-issued licenses to legally provide recruitment, outsourcing, or support labor services.
