Cultural Cafes Rise as Saudi Youth Social Hubs

Specialized cultural cafes are becoming popular social spaces across Saudi cities, offering youth and families a setting that blends local heritage with modern design and a full slate of literary and intellectual activities. Recent figures show more than 70% of Saudi youth visit coffeehouses for conversation, poetry, and discussion, while about 72% of Saudis aged 18–35 head to a coffeehouse each week.

Cultural programming inside these venues is increasingly organized rather than informal. The Literary Partner Initiative now works with roughly 80 cafes spread across all 13 regions and 29 cities of the Kingdom, hosting poetry readings, storytelling sessions, book clubs, and author meetups aimed at both youth and families.

Regulation and licensing

Cultural events held in cafes fall under the Cultural Activities Law, which defines cultural events and lets the competent authority set licensing requirements, validity periods, and renewal steps. Individual licenses generally require the applicant to be Saudi, at least 18 years old, and of good conduct, with a possible exemption for foreign investors by a resolution of the Minister of Investment.

Cultural licenses for venues and practitioners are issued through the Ministry of Culture's unified electronic platform, Abdea. The scale of activity is growing quickly: 3,699 practitioner licenses were issued in one recent year, compared with just 682 the year before.

To operate as cafes, venues also need municipal commercial licenses obtained through the national municipal e-platform, where fees are calculated electronically. Popular cafes selling tobacco and hookah are classified as "category B café" and do not need a separate tobacco-sale permit beyond standard municipal licensing. Inquiries can be made via the municipal app, website, call center 199040, social media, and designated WhatsApp numbers.

For the community, the trend means more accessible, family-friendly cultural spaces close to home — a small but visible part of the wider push to expand regulated cultural life across the Kingdom.
