Cultural Fund's Vouchers Program Backs Creative SMEs

A new enablement service under the Cultural Development Fund (CDF) is offering micro and small cultural enterprises across the Kingdom practical, non-financial support to grow their businesses. Known as the "Vouchers" initiative and delivered through the fund's Nama' program, the service helps cultural entrepreneurs cover the cost of specialized professional services.

The vouchers apply to seven main areas: administrative services, legal services, digital and strategic services, financial auditing, workspaces, communications, and marketing. In practice, this includes feasibility studies, certified financial statement audits, licensed and co-working office spaces, legal support, brand and visual identity development, and website creation and support.

In its latest 2026 edition, each voucher can cover services worth up to SAR 50,000, a significant increase from an earlier stated value of SAR 10,000. Eligible enterprises may obtain up to three vouchers, allowing them to address several business needs across one or more projects depending on their priorities and stage of growth.

Who can apply

The initiative targets SMEs, entrepreneurs, and individuals working in the cultural sector, including micro and small cultural enterprises. Projects must fall within the sixteen cultural sectors defined by the Ministry of Culture, such as film, music, heritage, visual arts, theater, and architecture and design. Each voucher is allocated to a single project, though a beneficiary may request additional vouchers for other projects if they meet the terms and stay within program limits.

Applications are submitted online through the CDF official website via the dedicated Vouchers Service page. Applicants create or sign in to an account, open the service page, enter their enterprise and project details including cultural sector classification and company size, and then select the voucher type they need.

For the Kingdom's growing community of creative founders, the program offers a route to professional services that can be costly at an early stage, supporting the wider push to develop the cultural economy.
