Cultural Fund Launches Vouchers for Creative SMEs

The Cultural Development Fund has launched a new initiative called "Vouchers" aimed at supporting cultural entrepreneurs and small businesses across the Kingdom's creative sectors. The program currently targets micro and small cultural enterprises, SMEs, entrepreneurs and individuals operating within 16 cultural sectors in Saudi Arabia.

Instead of cash grants, support is delivered through non-cash vouchers that cover the cost of essential business services in seven areas: administrative services, legal services, digital services, strategic services, financial auditing, workspaces, and communications and marketing. In the latest 2026 updated edition, the maximum value of a single voucher reaches up to 50,000 SAR, replacing the earlier base value of 10,000 SAR

Each eligible enterprise can receive up to three vouchers, for a combined maximum of up to 150,000 SAR, usable across multiple business needs depending on the enterprise's priorities and stage of growth. The vouchers cover or heavily subsidize service fees for approved feasibility studies and business plans, certified financial statement auditing, licensed co-working office spaces, legal support and contract review, brand and visual identity, website design and development, and marketing services.

Who can apply

Beneficiaries must be registered entities in Saudi Arabia whose projects fall within the cultural sector and whose services or products are offered to the Saudi market. Individuals must be Saudi or residents holding a valid iqama, aged over 18, with correct documentation. For workspace vouchers, applicants must not already have existing office premises.

Applications and voucher management are handled online through the Cultural Development Fund's official website (cdf.gov.sa) on the dedicated "Vouchers" service page. The program is processed through the Fund's own portal and not through other government platforms. Applicants create or use an existing account, select the Vouchers service, confirm eligibility, and submit the required enterprise details.

For cultural entrepreneurs and creative businesses in the Kingdom, the initiative offers practical, targeted support to reduce startup costs and strengthen operations as they grow within the local market.
