Foreign investors setting up in Saudi Arabia must complete a Commercial Registration (CR) and obtain the relevant sector approvals after registering with the Ministry of Investment. no fees apply for the initial MISA registration.
The CR application is submitted through the Ministry of Commerce e-services or the Saudi Business Center once MISA registration is complete. Statutory CR fees are SAR 500 for a sole proprietorship, SAR 1,000 for a general or limited partnership, SAR 1,200 for a limited liability company, and SAR 1,600 for a joint-stock company, simplified joint-stock company, or foreign-company branch. A trade name reservation costs SAR 200 where applicable.
A key change takes effect from 3 April 2026: a CR will no longer carry an expiry date. Instead, businesses must submit an electronic annual confirmation that their registered information remains accurate, with the confirmation fee based on the applicable CR category. Straightforward applications are generally completed immediately online once documents, address, activity, and approvals are accepted. Identity can be authenticated through Nafath.
Permits and sector approvals
Activities that require premises generally need a municipal commercial license through Balady, with requirements and fees varying by activity, location, signage, and municipal classification. Regulated activities need approval from the responsible authority before they begin — for example, food-safety and municipal approvals for restaurants and catering, Ministry of Health or Saudi Food and Drug Authority approvals for health facilities and pharmaceuticals, Ministry of Education or the Technical and Vocational Training Corporation for education and training, the Transport General Authority for logistics, and the Ministry of Tourism for hospitality. Telecommunications, media, finance, insurance, and securities each fall under a specialized regulator.
After the CR is issued, businesses set up their files with the Ministry of Human Resources and Social Development, Qiwa, the General Organization for Social Insurance, and the Ministry of Interior. Employee residence and work-permit processes are handled through Muqeem and related Ministry of Interior services. Understanding this sequence helps investors and their staff avoid delays when launching operations in the Kingdom.
