Saudi Living reviews the current fees and steps for issuing a commercial registration (CR) in Saudi Arabia, a key requirement for residents and expats planning to start a business. CR services are issued electronically and immediately through the Ministry of Commerce electronic services and the Saudi Business Center after payment.
For establishments, issuing a sole-proprietorship CR costs SAR 500, while a main CR for an establishment is SAR 200 and a branch CR is SAR 100. A CR extract costs SAR 100, and the commercial certificate is free.
Company registration fees are higher: SAR 1,200 for a limited liability company (LLC) and SAR 1,000 for a general or limited partnership, with an additional SAR 500 publication fee and 15% VAT applied. Companies also complete annual confirmation of their CR data, costing SAR 1,200 for an LLC, SAR 1,000 for a general or limited partnership, and SAR 1,600 for a joint-stock or simplified joint-stock company.
Payment is made electronically through SADAD or by card after generating the invoice, and the CR is issued once payment is confirmed. Under the current electronic process, establishment CR data is confirmed annually rather than renewed, while company CRs remain active provided the annual data confirmation is completed.
Why it matters
For anyone setting up a business, knowing the exact fees upfront helps with budgeting. The Ministry's business guidance notes that capital should not fall below SAR 5,000, and a Chamber of Commerce subscription may be required under the applicable regulations, with fees that vary by category and are separate from CR fees. No CR-specific fee or mandatory step was identified for ordinary CR issuance within platforms such as أبشر, مقيم, قوى, نفاذ, or توكلنا.
