Businesses operating in Saudi Arabia must register for Value Added Tax (VAT) once their taxable supplies or imports cross a set threshold, under rules administered by the Zakat, Tax and Customs Authority (ZATCA). The standard VAT rate in the Kingdom is 15%.
Registration becomes mandatory for a Saudi-resident business when its taxable supplies exceed SAR 375,000 over a rolling 12-month period. Smaller businesses whose taxable supplies or taxable expenses exceed SAR 187,500 but stay below the mandatory threshold may choose to register voluntarily. There is no fee for registration.
How to register
Registration is completed through the ZATCA online portal. After logging in, applicants open the E-Services or General Services section, select VAT Registration, complete the form, attach the requested documents, accept the terms, and submit. Businesses are typically asked for identification and address details, commercial registration information where applicable, taxable-supply figures or estimates, business activity, and the effective tax date.
Non-resident businesses must appoint a Saudi tax representative as part of the process. Once an application is approved, ZATCA issues the VAT registration certificate and notifies the business by SMS and email. The registration stays effective for as long as the business remains subject to VAT, with no fixed annual expiry.
Why it matters: registered businesses are responsible for ongoing compliance, including filing VAT returns, keeping proper VAT records, and meeting applicable electronic-invoicing requirements. For owners of growing small and medium enterprises, tracking the SAR 375,000 threshold is essential to avoid falling out of compliance as sales rise.
