Foreign companies looking to operate in Saudi Arabia can obtain an investment licence through the Ministry of Investment via its electronic licensing service. The licence is the key gateway for overseas businesses to establish a legal presence in the Kingdom across a wide range of sectors.
The Ministry offers several licence categories to match different business activities. Common types include service, commercial, industrial, entrepreneurial, real estate, professional, mining, agricultural, transport, audiovisual media, scientific and technical office, printing and publishing, and regional headquarters licences.
Requirements and documents
A standard foreign investor application generally requires the parent company's commercial registration, the articles or memorandum of association, audited financial statements, a board resolution or power of attorney, and passports or IDs of shareholders and directors. Applicants are usually expected to have a parent company established outside Saudi Arabia that has been active for at least one year.
Some categories carry extra conditions. Entrepreneurial licence applicants must submit a business plan along with an endorsement from a recognized incubator or accelerator. Industrial and other sector-specific activities may require additional approvals from the relevant regulator where applicable.
How to apply
Applications are submitted through the Ministry of Investment electronic portal. The process involves verifying that the activity is eligible, preparing and legalizing the required documents, submitting the application online, waiting for ministerial review, and then receiving the licence or registration outcome.
For residents and expat entrepreneurs weighing a move into the Saudi market, understanding the correct licence category and document set upfront can help avoid delays. Investors should confirm current fees, capital requirements and validity periods directly through the Ministry's official service before applying.
