268 New Industrial Licenses Worth SAR 2.23bn in May

The Ministry of Industry and Mineral Resources issued 268 new industrial licenses in May 2026, tied to investments of about SAR 2.23 billion aimed at expanding local manufacturing and mineral processing across the Kingdom.

The new licenses cover a range of manufacturing and minerals activities and reflect continued momentum in the industrial sector, a key pillar of the Kingdom's economic diversification goals.

How industrial licensing works

Applications are submitted online through the ministry's electronic industrial licensing portal (the Senaei platform), where investors provide project data, investment volume, location, and planned workforce. Requests are linked to the National Center for Industrial and Mining Information for data and reporting.

The process typically starts with a free preliminary or establishment license, valid for around one year, allowing setup, land allocation, and customs exemption procedures without production. After site development and machinery installation, a field inspection and factory assessment visit is carried out before the final industrial license is issued, with a basic final license fee of SAR 2,000. The factory is then registered in national industrial statistics.

Foreign or mixed-ownership projects usually obtain a MISA investment license through the Ministry of Investment in parallel, while the MODON industrial cities platform handles factory plot allocation in government-managed industrial cities. Companies also complete commercial registration through the Ministry of Commerce and Najiz, and use the Qiwa platform for expatriate work permits in licensed factories.

For residents and business owners, the steady flow of new licenses signals more factory jobs, expanded local production, and continued investment opportunities in the manufacturing and minerals sectors.
