Over 20 Draft Regulations Open for Public Feedback

More than 20 draft regulations and projects are currently open for public feedback in Saudi Arabia, inviting individuals, government entities, companies and civil society to share their views before the drafts are finalized. Feedback is gathered through the unified Istitlaa public consultation platform, run by the National Competitiveness Center and accessed via the national e-government portal.

The volume of open drafts has been consistent through 2026, with distinct rounds published across the year. Recent batches included 22 projects opened in January and a further 15 later that month, 60 projects reported open in July, and 25 announced in August.

What's open now

The current projects span many sectors. They include utility corridor planning guidelines for the Riyadh Region, with feedback running into early February 2026; updated rules on professional licensing of educational positions, open until 6 February 2026; and re-export regulations open until 21 February 2026.

Other drafts cover medicinal product names and packaging, public health pesticide factories and warehouses, rules and penalties for hospitality facilities in Makkah and Madinah during the Hajj season, and identity signage rules for AlUla. Financial-sector drafts include rules on cash center management and operation, with a 15-day feedback window, and executive regulations on managing frozen and confiscated funds in money-laundering and terrorism-financing cases.

The main channel for submitting comments is the Istitlaa platform, though some regulators also accept input through designated email addresses or forms noted on each project page. Projects may also appear on the e-participation pages of relevant ministries, but feedback is ultimately lodged through Istitlaa. The process gives residents, expats and businesses a direct way to shape regulations that affect daily life and the wider economy.
