Cabinet Approves New State Revenues Law

The Cabinet has approved an updated State Revenues Law and endorsed the organizational framework for the National Curriculum Center, in two decisions that touch public finances and education across the Kingdom.

The new State Revenues Law replaces the earlier 2010 law and standardizes how public revenues are estimated, collected, managed, and transferred across government entities. It covers a wide range of sources, including fees, taxes, charges, fines, compensation, sales and leases of state assets, privatization proceeds, public-private partnership proceeds, and financing and investment returns.

The law enters into force 180 days after its publication. It is reported to cease applying by 1 January 2027, or once the new law and its executive regulations take effect, whichever comes first. Oversight falls under the Ministry of Finance.

The law also sets clearer rules for overdue payments. Government entities must notify debtors on the first working day after a payment becomes overdue, and may begin legal recovery if the amount remains unpaid after 45 working days. Partial or full waivers are permitted for debts of up to SAR 1,000,000 under specified conditions, while larger waivers require higher-level approval.

National Curriculum Center

The Cabinet also endorsed the organizational framework for the National Curriculum Center, granting it legal personality along with financial and administrative independence, and a headquarters in Riyadh. The center is governed by a board of directors chaired by the Minister of Education, with members drawn from relevant government sectors and specialists. Certain appointed board members serve a three-year term, renewable once.

For residents and businesses, the revenue law aims to make the handling of public payments more consistent and transparent, while the curriculum center is set to strengthen how educational content is developed nationwide.
