Qiwa Hits 11 Million Contracts as Saudi Labor Goes Digital

Saudi Arabia is accelerating the digital transformation of its labor market through the national platform قوى, operated by the Ministry of Human Resources and Social Development, which centralizes employment contracts, Saudization (Nitaqat) status, worker transfers, profession changes, and temporary work visas to make hiring faster and more transparent.

By mid-2025, قوى had documented about 11 million employment contracts in total, including roughly 4 million contracts in 2025 alone. During the first half of 2025, the platform issued about 450,000 Saudization certificates, processed around 1.5 million service transfer requests, some 191,000 profession change requests, and about 247,000 profession correction operations, in addition to nearly 40,000 temporary work visas for Hajj and Umrah. In the second quarter of 2026, قوى handled more than 3 million digital services.

Use of قوى is mandatory for private-sector employers to create and document contracts, manage workforce data, and prove compliance with labor and Saudization rules. Access is through the قوى web platform, with secure login via national digital identity (نفاذ) for Saudi nationals and residents.

New services for workers

A Workforce Integration service, launched in 2025, allows workers previously reported as absent from work to legally rejoin the labor market by re-contracting with a new employer, provided at least 12 months have passed since entry to the Kingdom and at least 60 days since the reported absence. The service is continuously available except for workers who have made a final exit.

A dedicated Remote Work Platform also connects private-sector employers with Saudi remote workers using certified electronic contracts, with these jobs counting toward Saudization. Alongside these tools, أبشر and مقيم continue to handle residency and immigration procedures tied to employment, including iqama issuance and renewal, exit-reentry visas, and final exits — all required for legal work status and mobility. Together, these systems support real job creation under رؤية السعودية 2030.
