Welcoming a new baby is a joyful moment, but it also comes with an important administrative step: registering the birth. In Saudi Arabia, both Saudi citizens and resident expatriates register newborns through the Ministry of Interior – Civil Affairs, and the process has become largely digital via the أبشر platform. In many cases it now happens automatically. This guide from سعودي ليفنج walks you through how registration works, the deadlines you must not miss, and the extra steps expat families need to handle.
How birth registration works today
The good news for most families is that registration is often automatic. When your baby is born in an accredited Ministry of Health hospital, the hospital issues an electronic birth notification and enters the newborn's data directly into the system. This information is passed to the Ministry of Interior, and the child is registered without the parents needing to submit a separate request.
For accredited hospitals, this automatic process applies to both citizens and residents. It issues the birth certificate for everyone, and for Saudi citizens it also updates the family record automatically.
Registering manually through أبشر
If automatic registration does not apply — for example, when the hospital is not integrated with the system — parents can complete the process online themselves. Standard cases are handled online only through أبشر Individuals.
- Log in to your أبشر Individuals account.
- Go to My Services → Civil Affairs Services.
- Select the Newborn Registration Service ("Register Newborn").
- Enter or confirm the newborn's data: name, date of birth, place of birth, and related details.
- Review everything carefully, confirm, and submit the request.
Once submitted and approved, the digital birth certificate is issued electronically. A separate أبشر service, "View Digital Birth Certificate," lets you display and print the certificate whenever you need it.
Deadlines you cannot miss
Timing is the most important thing to remember. The birth event must be registered within 30 days of birth for both citizens and residents. Missing this window triggers a financial penalty for late registration.
While earlier guidance for Saudi citizens allowed a longer period of up to 360 days, current Civil Affairs announcements emphasize the 30-day limit with fines afterward. Treat the 30-day rule as the operative standard for everyone and register as early as possible.
Extra steps for expat families
Resident expatriates have one deadline for the birth registration and a second, separate one for the child's residence permit:
- Within 30 days: register the newborn's birth with Civil Affairs and obtain the Saudi birth certificate.
- Within 90 days: complete issuance of the child's residence permit (iqama) through the passports authority, using the birth certificate you obtained.
In short, get the birth certificate first, then process the iqama. Handling both promptly avoids penalties and keeps your child's records in order for travel, healthcare, and schooling.
Getting your official documents
Beyond the digital certificate, you can request physical copies of official documents. The birth certificate — and, for Saudi citizens, the updated family record — can be delivered by courier to the national address registered in your أبشر account. During the request you select the address and pay the delivery fees online.
Because exact fees and penalty amounts can change, always confirm the current figures directly on the official Saudi government portal at the time you register.
Visiting a Civil Affairs office
For standard cases, everything is done online, and there is no need to visit an office. In-person visits to a Civil Affairs (Ahwal Madani) office are generally reserved for exceptional or problem cases, and even then you must book a prior appointment through أبشر before going.
Quick checklist
- Confirm your hospital is an accredited Ministry of Health facility so registration can be automatic.
- Keep the electronic birth notification reference handy in case you register manually.
- Register the birth within 30 days to avoid a fine.
- Expats: complete the iqama within 90 days after getting the birth certificate.
- Use "View Digital Birth Certificate" to print copies, and request courier delivery to your national address if you need originals.
With most of the process now automated and online, registering your baby's birth in Saudi Arabia is smoother than ever — as long as you act within the deadlines and keep your أبشر details up to date.
