Welcoming a new baby is a joyful moment, but it also comes with an important administrative step: registering the birth so your child has an official identity and the right documents. In Saudi Arabia the process differs depending on whether the parents are Saudi citizens or residents. This Saudi Living guide walks you through both routes clearly, explains the deadlines you must not miss, and points you to the correct official channels for anything that needs confirmation.
Why timely registration matters
Registering your newborn is what creates the child's official record and produces the birth certificate you'll need later for passports, residence permits, school enrollment, and travel. Saudi civil-status rules set clear timeframes, and delays can lead to a late-registration fine, so it's best to start as soon as you have the hospital birth notification in hand.
- The service is generally expected to be completed within 30 days of birth.
- Reporting at the Civil Affairs office is required within 15 days when the birth happens in the same region.
- The window extends to 30 days when the birth occurs at least 50 km from the relevant Civil Affairs office.
- A late-registration fine may apply after the 30-day period.
For Saudi citizens: register through أبشر
Saudi families can complete the whole process electronically. Log in to أبشر Individuals and go to the Civil Affairs section, then choose Newborn Registration.
- Select the newborn's displayed record.
- Carefully verify all the details shown.
- Confirm the registration request.
- Choose your registered national address.
- Pay the document-delivery fees shown on screen.
Once confirmed, the newborn automatically receives a civil-registry record and the family record is updated. The birth certificate and the updated family record are then delivered to your registered address through Wasel. The أبشر registration itself is free; only delivery charges apply, and they are displayed before you pay. A single fixed nationwide delivery price is not published, so rely on the amount shown at checkout.
If the details are wrong
Accuracy matters at this stage. If any of the newborn's information appears incorrect in the electronic request, do not confirm it. Instead, contact the hospital and ask them to correct the birth notification they issued. Once the hospital fixes the notification, the corrected details will flow through and you can complete the registration confidently.
For residents: register through Civil Affairs
The أبشر electronic newborn-registration service is intended for Saudi citizens and cannot be used by residents. If you are a resident, you'll need to complete the process through Civil Affairs (Ahwal Madani) or the applicable resident procedure.
Documentation commonly requested includes:
- The hospital birth notification.
- Both parents' valid identity documents.
- Any additional documents the office may request.
On fees, a fixed 2026 resident birth-registration fee has not been confirmed. Note that a SAR 20 fee applies for each requested copy of a civil-status registry document, but this is not necessarily the same as the initial registration fee. Always confirm the current amounts at the Civil Affairs office or the relevant official portal before you go.
What comes after registration for residents
Birth registration is the first step, not the last. For resident families, registering the birth does not by itself issue an Iqama for the child. After registration you will normally need to:
- Obtain a passport for the child.
- Complete the child's residence-permit process through the General Directorate of Passports.
Keep in mind that the child's birth certificate has no stated expiry period, but the child's passport and residence permit each have their own validity periods set by the issuing authority, so track those separately.
Practical tips before you start
- Collect the hospital birth notification and both parents' identity documents early.
- Double-check spelling of names and dates before confirming anything electronically.
- Diarize the 15-day and 30-day deadlines to avoid a late fine.
- Confirm any exact fees and current requirements on the relevant official Saudi government portal or at the Civil Affairs office, since figures can change.
By understanding which route applies to your family and acting within the deadlines, you can secure your child's official record and birth certificate smoothly — and lay the groundwork for the passport and residence steps that follow.
