Saudi Arabia has launched a dedicated digital portal, Saudi Properties, as the single official channel for non-Saudis to apply for real estate ownership. Applications are now submitted electronically through this platform. The governing law for non-Saudi property ownership entered into force in January 2026, and applications opened in June 2026.
Non-Saudi residents can begin an application using their residency number. Non-residents, however, must first obtain a digital identity card from a Saudi mission abroad before completing the process online. The entire journey is fully digital, covering eligibility verification, submission, payment, and title-related steps.
The current framework applies to designated zones and follows a rules-based system rather than the previous case-by-case approval model. the total real estate fee for non-Saudi ownership is 10 percent, made up of a 5 percent real estate disposition tax plus an additional fee for non-Saudis of up to 5 percent.
Why it matters
For the large expat community across cities like Riyadh and Jeddah, a unified digital portal simplifies what was once a complex approval process. Residents can now check eligibility and submit applications in one place, while those abroad have a clear first step through Saudi missions.
Applicants seeking assistance can reach the official help center on 920017183 or by email at Saudiproperties@rega.gov.sa. A verified official schedule of exact portal service fees, along with a complete list of designated zones and their precise boundaries, has not yet been detailed publicly.
