Saudi Arabia to Ban Syringe-Style Cosmetics in 2027

Saudi Arabia will ban cosmetic products packaged in syringe form starting 1 January 2027, alongside stricter packaging and marketing rules for cosmetics sold in ampoules and vials. Establishments have until the end of 2026 to comply.

Under the new rules, cosmetics in ampoules and vials remain permitted, but their inner and outer packaging must clearly display specific warnings in both Arabic and English. These include: “cosmetic product for external use only,” “not for injection / do not inject,” “avoid contact with eyes,” and “open with caution.”

The regulations also restrict marketing. Products in these forms may not be advertised, promoted, or marketed as injectable, nor may they suggest the use of any skin-penetrating device.

Grace period and enforcement

A grace period runs until 31 December 2026. Before that deadline, establishments must recall any covered products and correct their regulatory status. From 1 January 2027, non-compliant products and businesses will face legal action.

For residents and shoppers across the Kingdom, the changes are aimed at reducing safety risks tied to cosmetics that resemble or are marketed as injectables. Clear bilingual warnings on packaging will make it easier for buyers to understand that these products are for external use only and should never be injected. Consumers are encouraged to check labels carefully and to be cautious of any cosmetic that suggests injection or skin penetration.
