Saudi security, community, and religious authorities have stepped up enforcement campaigns to prevent unauthorized entry to Makkah and the holy sites, deploying additional checkpoints and field operations at all main entrances ahead of the Hajj 1447 AH / 2026 season.
During the Hajj period, entry to Makkah and the holy sites is restricted to individuals holding an official Hajj permit. Holders of regular visit visas are barred from performing Hajj or remaining in Makkah during this time. The enforcement window runs from Dhu Al-Qi'dah 1 to Dhu Al-Hijjah 14 (1447 AH), and applies to citizens, residents, and visitors alike.
Penalties for violators
Anyone performing or attempting Hajj without a valid permit faces an administrative fine of up to SAR 20,000. Residents and visitors who break the rules may also face deportation and a re-entry ban of up to 10 years, in addition to financial penalties.
People who transport, shelter, house, or otherwise assist unauthorized pilgrims — including arranging travel or accommodation with the intent of reaching Makkah — face fines of up to SAR 100,000, which may be multiplied by the number of violators, along with confiscation of the vehicles used. Misusing visit visas to enable unauthorized Hajj can carry fines of up to SAR 100,000
Authorities have also intensified action against fake Hajj offices and unauthorized brokers, closing hundreds of illegal offices and impounding vehicles used to move unregistered pilgrims. Permanent and seasonal checkpoints on roads leading to Makkah have turned back large numbers of people without permits.
Residents and visitors can report suspected illegal pilgrimage travel or fake Hajj campaigns by calling 911 in Makkah, Madinah, Riyadh, and the Eastern Region, or 999 in other regions of the Kingdom. Officials urge everyone planning to perform Hajj to secure an official permit through approved channels to avoid heavy penalties and ensure a safe pilgrimage.
