Saudi Building Permits Rise 20.3% in June 2026

Saudi Arabia issued 5,045 building permits in June 2026, a rise of 20.3% compared with 4,192 permits in the same month of 2025, The increase reflects sustained construction activity across the Kingdom.

The monthly performance, however, was broadly flat against May 2026, when 5,056 permits were issued. That May figure marked a 33.3% drop from the 7,584 permits recorded in May 2025 and a 25.7% decline from the 6,803 permits issued in April 2026.

Across the first half of 2026 (January to June), the Ministry of Municipalities and Housing issued more than 34,000 building permits nationwide. Residential permits made up the bulk at over 28,000, followed by more than 5,000 commercial permits and over 1,000 government building permits. Despite June's annual gain, the six-month total is down from around 37,420 permits issued in the first half of 2025.

Why it matters

Building permits are issued by the Ministry of Municipalities and Housing and municipal entities through the Balady electronic platform, the main official channel for applications, engineering office documents, and municipal approvals. The process includes registering on Balady, entering property details such as the title deed and plot number, uploading approved plans from a licensed engineering office, and submitting compliance documents for electronic municipal review before the digital permit is issued.

The numbers point to a busy construction environment shaped by projects linked to Saudi Vision 2030, alongside a reported rise in construction costs driven by higher equipment rental and labor expenses. For residents and investors, permit trends offer a useful signal of where housing and commercial development is heading nationwide.
