Saudi Arabia's annual ban on outdoor work under direct sunlight ended on Tuesday, 15 September 2026, marking the close of the three-month summer enforcement period. Private-sector establishments across the Kingdom may now resume standard working hours, as the ban is no longer in effect until the next annual cycle.
The ban runs each year from 15 June to 15 September, and prohibits outdoor work under direct sun daily between 12:00 p.m. and 3:00 p.m. It applies to all private-sector establishments and outdoor workers in sectors such as construction, cleaning, and road maintenance. Emergency repair work on critical infrastructure and workers operating in shaded or indoor areas are typically exempt, even during the restricted hours.
During the 2026 enforcement period, authorities carried out 29,945 inspection visits nationwide and recorded a 95% compliance rate, with 1,771 violations registered. Employers found in breach can face an administrative fine of SAR 3,000 for each worker operating in violation, with the fine multiplied by the number of workers involved. In serious or repeated cases, authorities may temporarily or permanently close the establishment.
How it protects workers
The measure is designed to safeguard workers from heat-related health risks during the hottest hours of the Saudi summer. It is overseen at the national level by the Ministry of Human Resources and Social Development in coordination with the National Council for Occupational Safety and Health.
Members of the public and workers can report violations through the ministry's unified phone number 19911 and via its official mobile application. There are no separate online procedures for lifting the ban; it ends automatically at the close of 15 September, and normal working hours resume.
