Saudi Special Economic Zones: Tax & Ownership Guide

Saudi Arabia's national Special Economic Zone (SEZ) framework currently covers four zones: King Abdullah Economic City (KAEC), Jazan SEZ, Ras Al-Khair SEZ, and the Cloud Computing SEZ. Each offers a distinct package of tax, customs, and ownership incentives designed to attract foreign and local investors.

The three industrial zones — KAEC, Jazan, and Ras Al-Khair — focus on manufacturing, metals, and industrial activities, while the Cloud Computing SEZ is dedicated to cloud services, data centres, and digital infrastructure. Licensing and incorporation for all four zones are handled through the digital systems of the Economic Cities and Special Zones Authority (ECZA), not through general government platforms. Applications are submitted online with corporate registration, financial statements, a business plan, employment projections, and investment commitment details.

Key incentives for industrial zones

Licensed entities in KAEC, Jazan, and Ras Al-Khair pay a corporate income tax of just 5% for up to 20 years, compared with the standard 20% applied to foreign companies on the mainland. These entities are subject to corporate income tax only, as the Zakat regime does not apply to them.

Customs duties on capital equipment and inputs inside the zones are set at 0%, with customs suspension on goods moving into, within, and out of the zones when tied to licensed activities. VAT is zero-rated on goods exchanged within a zone or between zones, and on supplies from the mainland to licensed entities under customs suspension. Withholding tax on the repatriation of profits and qualifying payments linked to licensed activities is also 0%.

For residents and businesses, the zones allow 100% foreign ownership, offer more flexible Saudization requirements and a relaxed foreign-talent regime, and provide expat levy exemptions for employees and their families working inside the SEZs. After a zone licence is issued, labour, GOSI, and Saudization matters interface with the Ministry of Human Resources and Social Development systems.
