Businesses operating in Saudi Arabia must follow clear rules for registering and filing under the 15% Value Added Tax (VAT) applied to standard-rated taxable supplies. Registration is handled electronically through the ZATCA e-services portal, and there is no fee to register or to file returns.
Registration becomes mandatory when a business's taxable supplies exceed SAR 375,000 during the preceding 12 months, or are expected to exceed that amount over the following 12 months. Companies must apply within 30 days after the end of the month in which the threshold is passed. Voluntary registration is available for businesses whose taxable supplies or expenses exceed SAR 187,500 in a 12-month period but remain below the mandatory limit.
To register, businesses complete the VAT Registration form on the ZATCA portal and upload the required documents. Approval typically takes up to five working days for establishments and individuals, and up to three working days for VAT groups. Once approved, ZATCA issues a VAT registration certificate electronically. Registration stays in effect until it is cancelled or changed, with no periodic renewal fee.
Filing and payment
Filing frequency depends on annual revenue. Businesses with annual revenues above SAR 40 million file monthly, while other registered businesses file quarterly unless ZATCA assigns a different period. Each VAT return must be filed and paid within one month after the end of the relevant tax period, through E-Services → Value Added Tax → Tax Declarations. Electronic submission is generally immediate.
To pay, businesses generate the ZATCA payment invoice and settle it through Saudi online banking or an ATM using the SADAD system. Understanding these thresholds and deadlines helps residents, entrepreneurs, and established firms stay compliant and avoid penalties. For assistance, ZATCA customer service is available on 19993.
