How to Register a Company via Saudi Business Center

Entrepreneurs and investors in Saudi Arabia can now incorporate a company fully online through the Saudi Business Center platform, with the incorporation services administered by the Ministry of Commerce. In most cases the process is completed immediately once the application and payment are finalized.

To start, users sign in, choose Establish a Company, select the company type, and complete the application and incorporation-contract details. Applicants must submit beneficial-owner information (or an applicable exemption), after which partners authenticate their identity electronically. Payment of the issued invoice is made through SADAD or by card, and the incorporation contract and Commercial Registration are then issued electronically.

Fees by company type

Each fee below includes a SAR 500 publication charge and 15% VAT. A limited liability company (LLC) costs SAR 1,955 in total (SAR 1,200 Commercial Registration fee). A joint-stock or simplified joint-stock company totals SAR 2,415 (SAR 1,600 fee), while a general or limited partnership totals SAR 1,725 (SAR 1,000 fee). For companies established under an investment registration, the Commercial Registration fee is SAR 1,600 for joint-stock or simplified joint-stock companies, SAR 1,200 for an LLC, and SAR 1,000 for a general or limited partnership, plus the SAR 500 publication fee and 15% VAT.

Beneficial-owner disclosure

Companies must identify and disclose the natural person who ultimately owns or controls the company, directly or indirectly. The rule covers general and limited partnerships, joint-stock and simplified joint-stock companies, LLCs, foreign companies, and other covered forms. Companies incorporated from 3 April 2025 must submit this information with the incorporation application, while existing companies submit it with the annual Commercial Registration confirmation — which may be filed up to 30 days before its due date.

Recording and confirming beneficial-owner data is free. The information is retained for five years after a company is struck off, and access to the register is limited to regulatory bodies and competent authorities. The reporting service is available electronically through the Ministry of Commerce.
