The Ministry of Tourism has approved updated regulations for Hajj-season accommodation, known as نُزل موسم الحج, in Makkah and Madinah ahead of the 1448 AH season. The framework covers practice instructions, licensing and classification standards, and a schedule of violations for facilities designated to host pilgrims.
Under the new standards, operators must verify the operational readiness of their lodgings, meet safety and maintenance requirements, and guarantee the continuity of essential services such as water and electricity. Facilities must also comply with approved operational requirements to ensure a safe and organized stay for pilgrims.
Two grades and multi-stage inspections
Hajj lodgings are now classified into two categories: economy grade and first-class grade. Each category carries distinct technical and service requirements covering common areas, rooms, reception, cleanliness, maintenance, and guest services. Oversight will be applied in stages — before the licence is issued, before operations begin, and throughout the Hajj season — with inspections mandatory for all approved lodgings.
Investors wishing to operate lodgings for the 1448 AH season must complete maintenance and preparations in advance and meet all regulatory and technical requirements. Applications are submitted through the Ministry of Tourism's electronic portal, attaching a commercial registration with the appropriate activity classification, Civil Defense approval, and municipal and environmental licences where required.
Licensing fees vary by number of rooms and licence duration. Annual fees for seasonal lodgings range from roughly 1,250 SAR to 7,500 SAR, while monthly fees can reach 3,750 SAR for large facilities with more than 500 rooms, starting from around 312 SAR for smaller ones. Tourism accommodation licences are generally valid for up to three years and renewable, with operators required to display the licence prominently and use the approved trade name in promotions.
The update matters for the many residents and businesses who host or serve pilgrims each year, offering clearer standards and a more organized experience for those performing Hajj.
