US Manufacturer Picks Dammam for First Overseas Plant

A US manufacturer has selected Dammam for its first factory outside the United States, in a move set to expand industrial activity and foreign investment across the Eastern Province. The decision adds to a growing pipeline of international companies establishing production bases in the Kingdom.

Setting up a foreign-owned factory in Dammam begins with an investment license from the وزارة الاستثمار, followed by commercial registration with the Ministry of Commerce and sector-specific industrial licensing. The annual MISA registration fee is SAR 2,000, with a first-year Investor Relations Centers subscription of SAR 10,000. Manufacturing license fees typically range from SAR 5,000 to SAR 50,000 depending on the activity, size and sector.

In total, an industrial investor can expect a first-year establishment cost of roughly SAR 20,000 to SAR 50,000, covering registration, chamber membership, publication, translations and sector license fees. Commercial registration itself costs SAR 200, plus a SAR 500 publication fee, while Chamber of Commerce membership in the Eastern Region runs between SAR 1,200 and SAR 2,000 Licenses are generally issued and renewed annually.

Land and facilities

The industrial license is issued by the Ministry of Industry and Mineral Resources, with government fees that depend on the specific activity. For premises, a ready-built factory lease in a government industrial city runs about SAR 90,000 to SAR 150,000 per year for units of 700 to 1,500 square metres. Serviced industrial land typically leases at SAR 30 to SAR 150 per square metre per year, while shell construction for a custom-built factory costs SAR 800 to SAR 1,500 per square metre.

For the community, the investment signals more skilled jobs, supplier opportunities and continued momentum in the Eastern Province's industrial sector — reinforcing the Kingdom's push to attract global manufacturers.
