1,360 Collective Housing Licenses Issued in KSA

Saudi authorities have issued 1,360 licenses for collective housing facilities serving roughly one million foreign workers across the Kingdom, part of a wider push to regulate worker accommodation and raise living standards for the labor community.

The license is processed entirely online through the Balady platform, and the official service page lists the fee as free, noting that any applicable charges are calculated under municipal fee regulations. Each collective housing license for individuals is valid for one year before renewal is required.

Under the published rules, establishments employing 20 workers or more who use collective housing must obtain the license. To apply, users log in to Balady, open the dashboard, select the collective housing license service, submit the request, complete any required review or inspection, and then print the license once it is approved.

Why it matters

The requirement ties worker housing to defined health, safety, and technical standards, which were recently updated as part of the service. For residents and employers, this means clearer expectations around accommodation quality, cleaner facilities, and a formal framework for compliance.

The service page was updated in 2026, and the current customer-care number listed for inquiries is 199040. Employers who fall under the requirement are encouraged to review the latest health and safety conditions before applying to ensure their facilities meet the standards for approval.
