Health Insurance Without Pre-Approval Coming in 2026

The Insurance Authority has directed health insurers operating in Saudi Arabia to offer a new health insurance product that does not require pre-medical approval requests for outpatient services. The product will become available to customers on 1 November 2026.

The new option is designed to reduce the delays that patients can face when insurers require prior approval before covering outpatient care. Under the directive, this coverage will be added as an option in the existing market, meaning it will sit alongside current health insurance products rather than replacing all of them.

if an insurer declines to provide the new option after 1 November 2026, the beneficiary can file a complaint with the Insurance Authority.
