Businesses operating in Saudi Arabia must register for Value Added Tax (VAT) once their taxable activity crosses defined thresholds, with the tax administered by the Zakat, Tax and Customs Authority (ZATCA) at a standard rate of 15% on taxable supplies.
Registration is mandatory for resident businesses whose annual taxable supplies exceed SAR 375,000 over any rolling 12-month period, or that expect to exceed this amount in the coming year. Voluntary registration is available for businesses with annual taxable supplies or expenses of SAR 187,500 or more but below the mandatory threshold. Non-resident businesses making taxable supplies in the Kingdom must register from their first taxable supply, regardless of value, and are required to appoint a Saudi tax representative.
There is no government fee to register; the process on the ZATCA portal is free. Registration, filing, payments, and account management are all handled through the ZATCA Taxpayer Portal on zatca.gov.sa. Login uses Nafath digital identity, while commercial registration data is pulled from Najiz to pre-fill establishment information. A VAT status verification service is also available online.
How to register
Businesses log in to the ZATCA Taxpayer Portal, open “General Services” or “E-Services,” and select “VAT Registration.” The form requires establishment details, commercial registration, contact data, bank account or IBAN, and authorised signatory information. Once submitted electronically, a VAT registration certificate and VAT account are issued, with completion confirmed by SMS and email. Individuals can register via “E-Services → VAT → VAT Registration for Individuals.”
Notably, other government platforms such as أبشر, مقيم, قوى, and توكلنا are not used for VAT registration or filing — VAT is handled directly through ZATCA’s own systems. Understanding these steps helps residents and business owners stay compliant and avoid penalties.
