Madinah Opens Qualification for New Public Taxi Services

The Madinah Region Development Authority has opened a qualification call inviting local and international passenger transport companies to bid for public taxi service operation contracts in Madinah, part of an initiative branded "Taxi Madinah" to modernize the city's transport system.

The invitation targets firms specialized in passenger transport — including taxi and ride-hailing services — that have prior experience operating taxi or similar services. Applications and supporting documents must be submitted electronically through the national government tenders platform Etimad, listed under the reference number 260840006978.

Key deadlines have been set for the process. The last date to receive inquiries is 3 September 2026, while qualification documents must be submitted on Etimad by 7 September 2026 at 8:00 pm. Evaluation of the documents is scheduled to begin on 8 September 2026 at 9:00 am. The qualification invitation was published on Etimad on 23 August 2026.

The pre-qualification requirements set financial and operational benchmarks for applicants. These include demonstrated revenue from passenger transport services in Saudi riyals, EBITDA levels, changes in revenue over time, and a debt-to-equity ratio. Operators are expected to run a fleet of at least 400 operational vehicles. Bidders must also show an intention to invest in clean-energy vehicles, such as electric or hydrogen-powered cars.

The project aims to raise service quality, boost competition and transparency among taxi providers, and support the transport objectives of Saudi Vision 2030. For residents and visitors in Madinah, the initiative signals a move toward more reliable, regulated and environmentally friendly public taxi options across the city.
