A royal order issued on 13 August 2026 appointed Mazen bin Turki Al-Sudairi as Chairman of the Board of the Capital Market Authority (CMA) with ministerial rank, relieving Mohammed bin Abdullah El-Kuwaiz of the position.
The appointment is a leadership and governance change at the top of the authority responsible for regulating and developing the Saudi capital market. Officials confirmed continuity of the CMA's mandate, with the new chairmanship taking effect under the same regulatory framework already in place.
Importantly for investors and market participants, the royal order does not introduce any new CMA fees, investor charges, or listing costs by itself. Existing CMA regulations, circulars, and rule books remain the operative source for any specific amounts, timelines, or licensing procedures.
The decree also brings no changes to any e-government portals or their procedures. There are no new steps, fees, or validity periods linked to Absher, Muqeem, Qiwa, Najiz, Nafath, or similar platforms as a result of this appointment. Visa, residency, municipality, labor, justice, and identity services continue to be managed by their respective ministries and authorities.
For residents and expats who trade shares or follow the Saudi market, the practical takeaway is that day-to-day operations, account requirements, and licensing rules stay the same. The CMA continues to operate through its own official channels, and any future regulatory updates would be announced separately through those channels rather than as part of this leadership decree.
