MODON Opens First Multi-Story Factory in Dammam

The Saudi Authority for Industrial Cities and Technology Zones (MODON) has launched the first multi-story factory in the Arabian Gulf, located at Dammam First Industrial City. The project marks a new step in expanding the Kingdom's industrial capacity, particularly for entrepreneurs and small and medium-sized enterprises.

The complex rises across 8 floors and offers 78 industrial units, with each unit ranging from 156 m² to 251 m² in area. Classified as a ready-built, multi-story factory complex, it primarily targets light industrial and clean industrial activities. The design follows sustainable vertical industrial development standards, with shared services and infrastructure — including utilities, loading and unloading zones, elevators, and safety systems — integrated for all units.

How to apply

Allocation and leasing are handled directly by MODON through its official electronic portal and investor services channels. Investors must first register an industrial investment account on the portal, then submit an application to allocate a unit in Dammam First Industrial City, specifying the activity type, required area, and supporting documents for the establishing entity.

the base allocation fee for public industrial lands in Dammam is SAR 250,000, payable either monthly over 24 months or as a single payment, with the arrangement ending when production begins. Ready-built factories generally carry rental fees paid annually at the start of each contractual year, separate from the one-time allocation fee.

A support program offers approved investors a 15% discount on rental fees and caps license issuance fees for supported segments at no more than SAR 2,000. For residents and business owners in the Eastern Province, the vertical model offers a compact, ready-to-operate industrial space that can lower entry barriers for smaller manufacturers looking to establish or expand operations.
