The Ministry of Finance, through its Financial Skills Center, launched the “Self-Oversight Program” on 5 April 2026 to strengthen financial oversight across government entities in Saudi Arabia. The program is part of the wider Financial Oversight Development Initiative.
The program offers two training tracks. The first covers internal control and internal audit, while the second focuses on governance, risk, and compliance. Together, the tracks are designed to build the skills needed to support a self-oversight model within government bodies.
The initiative builds on the Financial Control Law, which came into effect on 1 December 2025 alongside its implementing regulations. The law introduces several oversight modes, including direct control, self-control, digital control, and report-based control.
the law applies to entities funded by the Saudi budget, entities receiving state support, grants, or subsidies, and entities carrying out work or procurement on behalf of a government agency.
Monsha'at became the first Saudi government authority to adopt the Self-Oversight Model after completing the readiness requirements set by the Ministry of Finance, marking an early example of how the model can be applied in practice.
For residents and businesses that interact with government agencies, the move points to a broader effort to improve transparency and accountability in how public funds are managed. It also reflects a shift toward giving entities greater responsibility for monitoring their own financial performance under a unified framework.
