NDMC Closes SAR 9.5bn August 2026 Sukuk Issuance

The National Debt Management Center announced on 18 August 2026 the closure of its August 2026 issuance under the Saudi Arabian Government SAR-denominated Sukuk Program, allocating a total of SAR 9.518 billion (nine billion five hundred and eighteen million Saudi riyals).

The issuance was divided into five tranches with varying sizes and maturities. The fifth tranche was sized at SAR 1.250 billion and is set to mature in 2041. Figures were reported rounded to the nearest decimal point.

The sukuk form part of the domestic SAR program used by the Ministry of Finance and the National Debt Management Center for local currency funding and debt portfolio management. The program aligns with a broader strategy of early redemption and re-issuance of sukuk around the 2026–2030 maturities.

Who can take part

These are wholesale sovereign debt instruments aimed at institutional and qualified investors rather than everyday savers. Participation is carried out through financial institutions acting as primary dealers or joint lead managers, and it is not processed through retail e-government platforms such as أبشر, مقيم, قوى, ناجز, نفاذ, or توكلنا.

For individuals, retail participation in government debt is offered separately through savings products such as "Sah," using banking channels and subscription windows announced by the center. In 2026 issues, the minimum subscription for individuals is typically SAR 1,000 with a maximum of around SAR 200,000.

No official details were published on per-investor fees, exact yield percentages, coupon rates, or bid-to-cover ratios for this issuance; only allocated amounts, tranche sizes, and maturities were disclosed. Principal is repaid at each tranche's maturity, with periodic profit distributions following the issuance terms.
