Saudi Arabia has set a funding requirement of SAR 217 billion for 2026, part of an ongoing programme that issues both SAR-denominated sukuk and bonds. The instruments remain open to international investors through established access channels, with no minimum investment size and no separate registration process required.
International investors can take part through primary dealers, Euroclear or Clearstream accounts, or local custodians. There is no fixed purchase fee, application fee, or government service fee specified for international participation, though intermediary, custody, settlement, and trading charges vary depending on the chosen bank, broker, or custodian.
How the auctions work
Monthly sukuk auctions generally open on the third Monday of each month at 10:00 a.m. Saudi time and stay open for 24 hours, subject to official holidays. Once an auction closes, allocation follows a uniform Dutch auction process, meaning all successful bidders receive the same clearing price.
Saudi government sukuk can carry maturities of up to 30 years, offering options across short and long horizons. Notably, Saudi sukuk are exempt from withholding tax, a factor that can affect net returns for holders.
Why it matters for the community: for residents and expats looking to understand how government debt instruments are structured and accessed, the local market offers a straightforward entry point without a minimum ticket size or special international registration. Those considering participation should confirm the specific fees and procedures with their chosen bank, broker, or custodian, as these vary by provider.
