Saudi Sukuk Set for JPMorgan Index Inclusion in 2027

Saudi Arabia's riyal-denominated government sukuk are set to join a major emerging-markets bond index, a move expected to draw greater foreign investment into the Kingdom's debt market. The phased inclusion in the J.P. Morgan Government Bond Index–Emerging Markets is scheduled to begin on 29 January 2027, with an expected weight of 2.52%.

The inclusion is expected to cover eight Saudi government sukuk issues with a combined nominal value of roughly US$69 billion. Eligible sukuk have remaining maturities of up to 15 years. These instruments are issued and managed through the Ministry of Finance and the National Debt Management Center.

The development comes alongside a broader opening of the Saudi securities market. The Kingdom's Qualified Foreign Investor framework is scheduled for removal from February 2026, widening the ways in which foreign investors can take part. Under the applicable Capital Market Authority rules, foreign natural and legal persons may invest in Saudi listed securities, debt instruments, and investment-fund units.

What it means for investors

Foreign investors generally access the market through a CMA-authorized investment institution, custodian, or broker. No government e-service procedure applies to portfolio investment of this kind, and there is no fixed government application fee, purchase price, or validity period tied to investing in these sukuk. Pricing, yields, settlement, custody, and brokerage charges depend on the specific issue and the authorized intermediary.

For residents and businesses following the Kingdom's financial landscape, the changes point to a more accessible and internationally integrated debt market — part of the wider push to deepen Saudi Arabia's capital markets and broaden participation.
