The National Debt Management Center has closed its September 2026 domestic sukuk issuance, allocating a total of SAR 1.64 billion under the Saudi government riyal-denominated sukuk program. The issuance is local and riyal-denominated, distinct from the government's international dollar sukuk.
The total allocation was distributed across six tranches with maturities ranging between 2029 and 2041. The first tranche was set at SAR 205 million maturing in 2029, followed by SAR 650 million maturing in 2031, and SAR 50 million maturing in 2033. The fourth tranche stood at SAR 25 million maturing in 2036, the fifth at SAR 5 million maturing in 2039, and the sixth and largest at SAR 705 million maturing in 2041.
The sukuk were issued under the Saudi Arabian Government SAR-denominated Sukuk Program, managed by the National Debt Management Center under the Ministry of Finance. This was a wholesale, institutional issuance completed through professional market channels and primary dealer platforms, rather than through citizen service portals.
What it means for retail investors
This issuance targets institutional investors and differs from the retail "Sah" savings sukuk offered to individuals. The "Sah" product is available through licensed investment platforms with a minimum subscription of SAR 1,000 and a maximum of SAR 200,000, offering a fixed annual return, with subscription and redemption windows announced monthly.
For individual savers in the Kingdom, the "Sah" savings sukuk remains the primary route to access government sukuk in 2026, with online subscription windows and electronic identity verification. The domestic institutional issuances, meanwhile, support the government's broader financing and debt management activity.
