Saudi Arabia is moving ahead with a major overhaul of how public money is monitored, as a new Financial Oversight Law is set to take effect in April 2026. The law, issued by royal decree in December 2025, establishes a unified, risk-based digital framework for financial control across ministries, government agencies, and state-linked entities.
Under the new system, the traditional model of financial controllers embedded inside government bodies is being replaced by real-time or near-real-time digital monitoring, along with mandatory self-assessment. The law applies to entities that operate on state funding, as well as to cases where public funds flow to or are handled by non-government bodies.
Oversight will be calibrated to risk, meaning larger or higher-risk entities face more intensive supervision, while all covered bodies must follow standardized reporting and monitoring processes. The stated aim is to strengthen governance, tighten financial discipline, and better protect public funds.
Part of a wider reform drive
The law is one strand of a broader modernization of public-sector governance under رؤية السعودية 2030 and its "Ambitious Nation" pillar, which emphasizes digital government, regulatory reform, and civic-sector growth. The National Competitiveness Center has overseen more than 900 regulatory reforms covering the business environment, investment licensing, data protection, labour rules, and judicial procedures.
Accountability is also being reinforced. A tougher law for the Oversight and Anti-Corruption Authority (Nazaha), approved in July 2024, allows for the immediate dismissal of any government employee found guilty of corruption. Meanwhile, appointments and reshuffles across the Council of Ministers and the Shura Council continue by royal decree under the Basic Law of Governance, with no citizen-payable fees attached.
For residents and businesses, these changes signal a public sector that is increasingly digital, transparent, and consistent in how it manages state resources—an environment intended to build trust and predictability across the Kingdom.
