Non-Oil Sectors to Drive 4.6% Saudi GDP Growth in 2026

Preliminary estimates from the finance ministry for fiscal year 2026 project real GDP growth of about 4.6%, with non-oil activities identified as the main driver of the expected economic expansion.

The projections describe non-oil activities as the "engine of economic growth" in 2026, with growth in these sectors expected to outpace oil activities and to underpin the overall forecast. Detailed figures point to non-oil real growth of around 4.8% to 5.8% next year, alongside a modest recovery in oil activities, together producing the headline 4.6% figure.

The non-oil activities expected to fuel growth span tourism, manufacturing, logistics, real estate, entertainment, retail, and advanced services — reflecting the country's ongoing diversification efforts. Non-oil activities are projected to keep raising their share of real GDP, now in the mid-50% range, well above 2016 levels.

Official fiscal documents link the 2026 outlook to higher foreign direct investment, stronger non-oil revenues, and lower unemployment. Non-oil revenues are expected to help push total revenues to about SAR 1.15 trillion. For 2025, growth is estimated at around 4.4% to 4.5%, already largely non-oil driven, setting the base for stronger growth in 2026.

For residents and business owners across the Kingdom, the projections point to continued activity in fast-growing sectors such as retail, entertainment, and services — areas that shape everyday spending and job opportunities. The 4.6% figure is an aggregate macroeconomic indicator published in budget documents and does not involve any personal fees, applications, or e-platform steps.
