NWC Signs SAR 1.3bn Sewage Plant Deal in North

The National Water Company (NWC) has signed a long-term operation and maintenance contract worth more than SAR 1.3 billion (about USD 347 million) to upgrade and run nine sewage treatment plants across the Kingdom's northern regions. The 15-year agreement expands national water and wastewater infrastructure as part of a wider push to modernise the sector.

The contract, known as the Northern Cluster Sewage Treatment Plants – Package 10 (LTOM10), covers plants located in Hail, Qassim, Al-Jouf and the Northern Borders regions. Together, the nine plants have a combined design treatment capacity exceeding 337,000 cubic metres

Under the deal, the first three years are dedicated to rehabilitation and upgrade works, followed by twelve years of long-term operation and maintenance, for a total contractual period of 15 years. The work was awarded to a Saudi–Chinese consortium involving Armada and a Chinese water technology company, alongside regional partners. The levelized treatment service tariff for the package is set at SAR 0.69

Part of a broader program

LTOM10 is one of several long-term operation and maintenance contracts NWC has awarded as it moves toward greater private-sector involvement in water and wastewater assets. Similar contracts in the Eastern Province cover sewage plants in Al Ahsa and Dammam, with values exceeding SAR 1.72 billion and SAR 1.04 billion respectively, while earlier packages for Makkah and Jeddah plants carried a combined value of around SAR 1.59 billion.

For residents in the north, the project means better-maintained treatment facilities and expanded capacity to handle wastewater as communities grow. Improved sewage treatment supports public health, protects the environment, and strengthens the reliable infrastructure the Kingdom is building under its long-term development goals. There are no individual fees on government service portals tied directly to this contract.
