Riyadh has begun the fourth phase of its Main and Ring Road Axes Development Program, a major infrastructure package led by the Royal Commission for Riyadh City (RCRC) to expand capacity and ease traffic across the capital.
The new phase is valued at around SAR 9.8–10 billion and covers 40 kilometres of road corridors. It includes 14 interchanges, 33 bridges, 5 tunnels and 6 pedestrian bridges, with a designed capacity of more than 950,000 vehicles
The works are standard public road upgrades and are currently under construction. There are no separate fees or user charges tied specifically to this fourth phase, and drivers do not need to complete any special permits or licensing steps to benefit from the new corridors.
What it means for drivers
Riyadh's existing electronic toll corridors — the Northern Ring Road Expressway, Eastern Ring Road Expressway and King Abdulaziz Road — continue to operate as before. Charges are SAR 2 for cars, SAR 4 for light trucks and SUVs, and SAR 6 for heavy trucks, applied automatically through cashless gantries. A typical urban commute crossing three gantries costs around SAR 6 for a passenger car, and motorcycles are generally exempt. No rate changes have been announced for 2026.
For the community, the fourth phase is aimed at improving traffic flow, connectivity and overall road capacity across Riyadh's main and ring roads as the city continues to grow. Residents with questions or service requests can reach RCRC through the unified call center on 19998 or its official digital channels.
