Riyadh Construction Sites Fined Over SAR 16M for Dust

Construction projects in Riyadh have received 557 violations and fines totaling more than 16 million SAR for breaching dust control and environmental requirements, following a large inspection campaign across the city.

The fines were issued for violating the “Procedural Guide for Dust Control from Construction Works in Riyadh,” which came into effect on 19 February 2026. The guide was developed by the Royal Commission for Riyadh City in cooperation with Riyadh Municipality and the National Center for Environmental Compliance, and applies to construction projects with an area of at least 2,000 square meters within Riyadh city limits.

More than 3,000 field inspections were carried out to check compliance. The most common breaches included failing to install air quality monitoring devices at sites, not spraying dust suppressants or water, leaving trucks carrying materials uncovered, and non-compliant truck movement.

What the rules require

The guide sets out several requirements for building sites. These include using dust suppressants and daily spraying, tightly covering transport trucks and following approved routes, and installing on-site air quality monitors linked to a unified dust monitoring platform. Projects must also submit periodic environmental performance reports.

Additional measures cover wheel-wash systems at site exits, speed limits on unpaved roads, misting systems on crushers, and suspending dust-generating work during strong winds. Fines can reach up to 50,000 SAR

For residents, the campaign aims to reduce dust and improve air quality in a city with heavy ongoing construction. Cleaner sites mean less airborne dust affecting nearby homes, streets, and daily life across neighborhoods.
