Construction projects in Riyadh have been hit with more than SAR 20 million in fines for dust-pollution violations during inspection campaigns carried out in 2026. The enforcement drive has focused in particular on projects covering 2,000 square metres or more, where dust-control measures are legally required.
Under the applicable rules, a penalty of up to SAR 50,000 may apply for each violated dust-control requirement. Failure to comply with controls that limit dust and airborne obstructions carries a fine of SAR 50,000. Broader environmental law allows fines reaching as high as SAR 20 million, alongside suspension of a licence or permit for up to six months, or revocation of the licence or permit altogether.
Inspections and monitoring are led by the National Center for Environmental Compliance, working in coordination with the Royal Commission for Riyadh City and Riyadh Municipality. In an earlier stage of 2026 enforcement, authorities recorded 557 violations exceeding SAR 16 million, before the cumulative total climbed past SAR 20 million.
What projects must do
Projects are required to put in place the applicable dust-control and mitigation measures and to correct any violations found. Where environmental damage occurs, remediation and compensation may also be required.
The campaign matters to residents across Riyadh, as construction dust affects air quality, public health, and daily comfort in fast-growing neighbourhoods. By enforcing site-level controls, authorities aim to reduce airborne particles and keep large developments in line with national environmental standards.
