Riyadh Dust Fines on Builders Exceed SR20 Million

Construction projects across Riyadh have been hit with dust-related environmental fines exceeding SR 20 million as of September 2026, as authorities tighten controls on air pollution from building and infrastructure works within the city.

The enforcement campaign is led by the National Center for Environmental Compliance (NCEC), in coordination with the Royal Commission for Riyadh City and Riyadh Municipality. Launched in February 2026, the initiative applies to construction projects covering 2,000 square metres or more and is backed by intensified inspections and round-the-clock monitoring.

Projects must meet a detailed set of dust-control requirements covering site management, material handling, the covering and wetting of dusty surfaces, and vehicle movement. Non-compliance can lead to administrative fines of up to SR 50,000 Large projects with multiple breaches can accumulate hundreds of thousands of riyals in penalties each, pushing the citywide total past SR 20 million.

Monitoring relies on 12 fixed and 4 mobile air-quality stations operating 24/7 to detect elevated dust levels linked to construction sites. Projects are required to install their own air-quality monitoring equipment, connect it to a unified digital platform for construction dust monitoring in Riyadh, and submit periodic environmental performance reports. Authorities have previously logged 557 violations with fines exceeding SR 16 million, signalling ongoing enforcement rather than a one-off campaign.

Why it matters

The measures aim to reduce dust emissions, improve ambient air quality, and protect public health in Riyadh neighbourhoods amid rapid construction activity. For residents living near active sites, tighter rules mean cleaner air and fewer dust clouds, while contractors face clear obligations to keep sites compliant during ongoing inspection tours and regulatory campaigns.
