Riyadh Sets Construction Dust Rules, Fines Up to SAR 50,000

Riyadh has introduced tighter environmental rules aimed at curbing dust from large construction sites, with fines reaching up to SAR 50,000 for each violated requirement. The measures were announced on 19 February 2026 and are being implemented jointly by the Royal Commission for Riyadh City, the National Center for Environmental Compliance, and Riyadh Municipality.

The rules apply to construction projects covering 2,000 square metres or more, which must comply with 11 mandatory controls designed to limit fugitive construction dust. Key requirements include the use of dust suppressants, speed limits on unpaved roads, wheel-washing systems for vehicles leaving sites, and spray systems for crushers.

Projects classified as high-risk are also required to carry out real-time air-quality monitoring. Non-compliance with any single requirement can trigger a fine of up to SAR 50,000, meaning penalties may add up quickly for sites that breach multiple controls.

Why it matters

Construction activity is a common source of airborne dust in fast-growing districts of the capital. By setting clear, enforceable standards for larger sites, the new framework aims to reduce the impact of dust on air quality and on residents living and working near active projects.

For contractors and developers, the message is to review site practices now and ensure the 11 controls are in place. Environmental compliance questions can be directed to the National Center for Environmental Compliance, while municipal violation inquiries can be raised through Balady or Riyadh Municipality's 940 reporting channel. No separate permit fee, validity period, payment deadline, or appeal window has been specified in the available information.
