Riyadh Dust Fines Top SAR 20 Million on Building Sites

Environmental regulators have imposed more than SAR 20,000,000 in fines on construction projects across Riyadh for dust pollution, as air quality controls in the capital tighten. The National Center for Environmental Compliance (NCEC) issued the penalties following intensive inspection campaigns carried out in cooperation with the Royal Commission for Riyadh City and Riyadh Municipality.

The enforcement is part of a dust control initiative launched in February 2026 that targets construction activity within the urban area of the capital. Regulatory dust-control requirements apply to construction projects with a total area of 2,000 square metres or more, with fines of up to SAR 50,000 for each violated requirement. By July 2026, regulators had recorded 557 violations of the procedural guide for dust control, with penalties exceeding SAR 16,000,000, before subsequent campaigns pushed the cumulative total beyond SAR 20,000,000 by early September 2026.

Air quality and construction dust are tracked using 12 fixed and 4 mobile monitoring stations distributed across Riyadh and operating around the clock. This network allows regulators to identify areas with elevated dust levels and direct field inspections accordingly, alongside intensified monitoring tours at building sites.

What sites must do

Qualifying projects are required to apply approved dust-control and mitigation measures. These include using dust-suppression methods at excavation and earth-moving areas, controlling dust from material stockpiles and haul roads, and preventing emissions during concrete batching and mixing. Each breached requirement can be treated as a separate violation subject to an administrative fine.

The tighter enforcement matters for residents and businesses in Riyadh, where ongoing construction can affect air quality and daily comfort. Companies operating large sites are advised to follow the procedural guide for dust control and mitigation to avoid accumulating fines as inspections continue.
